Hunger bar and breath meter animations are tied to framerate

Hunger bar and breath meter animations are tied to framerate.

How to reproduce:
1. Find a source of water and go into survival
2. Observe the breath meter going down
3. Observe the breath meter shaking way faster than intended after it becomes empty
4. Apply the command /effect @p hunger 100 100 true to yourself while still in survival
5. Observe the hunger bar shaking way faster than intended after it becomes empty
6. Observe your hearts shaking at the normal intended speed when at 2 hearts or below

Note: Due to video compression, you won’t really see the bug in action here. The video is to demonstrate what is broken.

Is this also reproducible in earlier versions, either beta/preview or in the latest release version?

This issue can be reproduced on earlier versions of both beta/preview and the latest release versions. However, the hearts will also be affected by this issue prior to beta/preview 26.70.20 since that wasn’t fixed until now.
