[Accessibility] Text to Speech for UI: settings lists can't be scrolled reliably on touch devices

When "Text to Speech for UI" (Settings → Accessibility) is enabled on a touch device without the platform screen reader running, long scrolling settings lists cannot be scrolled in a reliable, accessible way. Example: the Create New World settings panel (General, Advanced, Multiplayer, Cheats, Resource Packs, Behavior Packs, Experiments). The TTS reads the visible items, but there is no dependable gesture to move the list, so options below the fold are effectively unreachable for a blind player using only the in-game TTS.

Steps to Reproduce:

1. On iOS, turn on Settings → Accessibility → Text to Speech for UI (leave VoiceOver off).

2. Go to Play → Create New → Create New World.

3. Try to scroll the settings list to reach items below the fold, like Behavior Packs.

Expected Results: an accessible, reliable way to scroll the list.

Actual Results: the only touch workaround is placing a finger at the bottom edge of the screen and sliding up very slowly, which takes many attempts. Otherwise an external controller is needed.

Environment: iPhone, iOS, Minecraft Bedrock (latest release version).
