Opening pause menu while inside a nether portal no longer pauses the game

Steps to reproduce:

1. Create a nether portal

2. Open pause menu once, confirms that the game is properly paused, then resume the game

3. Steps inside the nether portal, and then open pause menu again

Expected result:
The game pauses, matches the behavior present in previous version and Java Edition.

Actual result:
The game does not pause.
