Hoppers not picking up items on the edge of partial blocks

My automatic farm stopped collecting harvested produce since the hoppers at the end are no longer picking up items pushed into them by water due to the farmland being a little bit lower than the hoppers (see image). The crops used to flow into the hoppers without any issue. This issue also affects blocks like dirt paths.

Steps to Reproduce:

  1. Set up a line of hoppers and water flowing just up to the edge of them

  2. Remove the water source, then some of the dirt next to the hoppers into farmland and grow some crops in it

  3. Put the water source back in place, and notice that the crops become items that travel with the water

  4. Notice that the crops get stuck at the edge of the farmland and never make it into the hoppers

Expected Result: The crops all go into the hoppers like they had been doing previously

Note: Items only get stuck by the change in height over the last two blocks of the water flowing (see image).
