Packed ice bricks, Chiseled, wall, slab and stairs are not slippery like normal packed ice

Same issue as MC-312764, This is bedrock to reducing parity break issue

Packed ice bricks, Chiseled packed ice bricks, packed ice brick walls, slabs and stairs are not slippery like normal packed ice

Steps to reproduce

1. Take a Packed ice and Packed ice bricks to use comparison (Block is default for example)

2. Place a Packed ice bricks and packed ice on the floor

3. Walk your player slowly or using a boat to move how is slippery or not

Observed result: the packed ice bricks and associated counterparts are not slippery, Despite like regular packed ice blocks have slippery

Expected behavior: Packed ice bricks and associated counterparts will be have slippery just like regular packed ice
