Allays sometimes break leads attached to a fence when trying to fly toward the player.

Steps to Reproduce

1. Give an item to an Allay;

2. Attach it to a fence;

3. Have it collect that item;

4. Move a considerable distance away.

Expected Behavior

It should remain leashed, no matter what.

Observed Behavior

The lead breaks because it reaches its maximum length when the Allay attempts to reach the player.
