Volumetric fog does not render over water surfaces with Vibrant Visuals enabled

Description

Volumetric fog does not render over water surfaces, causing water surfaces to look cut out of their surrounding environment. This is most visible when a texture pack increases the intensity of volumetric fog.

This issue has not always been present. I suspect it was introduced in 26.60.29, where a bug fix was mentioned relating to fog rendering over water. This may have been an accidental consequence.

Steps to Reproduce

  • Apply the provided example pack, which increases the intensity of volumetric fog in plains biomes to be very intense (in order to make the issue easier to see).

  • Seek out a plains biome. You should see fog become very intense. Go high in elevation so that the water doesn’t reflect the fog, which can hide the effect.

Observed Behavior

The water surfaces will render without any volumetric fog over them, as if cut out of the fog.

Expected Behavior

Volumetric fog should render over everything in the frame, including water. Water surfaces should appear integrated with the surrounding environment.
