When not in danger (i.e. can't be hit by any hostiles in its current place), Snow Golems cease attacking, if they ever started. Only if they can be hit do they attack. Additionally, aggressive mobs don't become aggressive to safe Snow Golems. Note in the screenshot how the Snow Golem is safe from the Husk, yet it does not attack.

Same issue on iPad. Snow golem near zombie spawne on a two block high stand embedded in the wall. Zombies can't reach him, and he won't throw snowballs. Even if I attack the zombies, the golem ignores the zombies.
