Boat controls and handling not updated to java's and console's standards

Currently, boats use the older, more drifty handling when steering, versus Java's and Console's tighter steering. The keyboard controls for boats still use the A and D reversed steering control system. Going based off previous usage, this has given me and a couple other users a slight case of carpal tunnel syndrome.
