Nether warts don't generate randomly on Soul sand in the Nether like on legacy Minecraft Console Editions.

That is true, but legacy console edition had specific limitations that required some differences in features. The result of the update is that the limitations and different features no longer exist, therefore their lack of existence is working as intended and not a bug.
