when using the keyboard an mouse set up on xbox one with no controller linked to the system, and typing in the chat box there is no way to send the message or command it does nothing. only having a controller connected seems to fix this issue but not completely

Having exact same issue. When playing with KB&M and I go into Chat it defaults to the on-screen keyboard used by the controller instead of just staying at the chat box in-game. Since the on-screen keyboard is an overlay used by the console itself, clicking the "hide keyboard button" or whatever it is called in game using the mouse does nothing nor does clicking the 'X'. The only way to remove the on-screen keyboard is to turn back on my controller and press the 'B' button. That allows me to type and send messages using keyboard, but issue occurs again when I close and reopen chat. Minecraft knows when keyboard and mouse is being used or when the controller is being used so why this issue even exists is beyond me. It highly defeats the purpose of having the option of playing with KB&M. Please fix this issue! It has been present since the beginning of the "Better Together" update and various other more minor issues have been fixed but this has been ignored.

I have two issues related to using keyboard&mouse on xbox one all relating to chat and/or command block interfaces
When using T or Enter on a keyboard it brings up the keyboard interface on xbox one which does not allow the enter key to be used to send what ever I typed till I push B on my controller to close the xbox one keyboard interface.
Chat interface and command block interface does not allow arrow keys or mouse clicking to move back or forward in a command
I.E. trying to fix a screw up like "hello wold" requires backspacing till that point to fix it
Both problems were done/can be redone with a mouse and keyboard (keyboard is wired mouse is wireless if that makes any difference) and a xbox one controller
Quick fixes I've found for myself is using my controller to open the chat interface first then type because it doesn't bring up the xbox one keyboard first (doesn't seem to work on command block interface)
second one is obviously don't screw up you're command in the first place but this statement is more of a joke though
I'd like to point out a quick fix one way to work around the not being able to push enter use the combo of controller and keyboard you can use the controller to move around and the keyboard to type
I had already commented a solution similar to this, but it defeats the purpose of using keyboard and mouse. I should not have to keep my controller on constantly, drainging battery power, just to send a message in chat.
Unfortunately this is a platform issue and not an issue with Minecraft itself.

The issue is the on screen keyboard works the wrong way around:
It shows the on screen keyboard (for controller input) when using keyboard (t or /), but not shows the on screen keyboard when using the controller to open chat. This breaks the ability to use the enter key to confirm what your typing. And the controller can't use the on screen keyboard properly.
