Did it rain before they teleported?

No. Normal weather.

Is this still an issue? Is it expected that vehicles would prevent enderman from teleporting?

I am still having this issue in 1.14.60

Per the linked duplicate ticket MCPE-31761 this is working as intended (not a bug).
