When water hit wheat,beetroot,carrot, and potato it disappear. Wheat, beetroot, carrot, and potato can't drop himself. Let me proof you this on video

However, this issue has been closed as Working as Intended.
It is most likely that you have a gamerule set that prevents tile/block drops.
Either change the option in the world settings, or use the command {color:#d04437}/gamerule dotiledrops true{color} to enable them again.
