Item Enchanting

The Better Together version of Minecraft will not let me use an Anvil to place Enchantments on items that are not Armor,Tools or Weapons.

I can convert a World from the XBOX ONE that has Items that are Enchanted that are Not Armor,Tools or Weapons and load it onto the Better Together Version after conversion and it works perfectly and the items keep their Enchantments Visible and placed onto them.
However, i cannot do the same Enchanting Process on the Better Together Version alone.
Please Fix.

All other Minecraft Versions allow you to do this "Enchant Any Item" technique when using Creative Mode

"Short Summary"
Items are supposed to be able to have enchantments placed onto them regardless of the item type when you are in Creative Mode, but the Better Together Version is not allowing this.
