I own Minecraft: xbox one edition in digital format. Today, I installed the latest update which announced the new better together version, which is cross-platform. On the update popup, I selected "Download Minecraft (New)." This just took me to the page for the new version in the store, but it was not free, as the message said. The price was $19.99.
How do XBOX One players who already own Minecraft download the new cross-platform capable version?

That’s weird because that’s how I did it and it’ worked fine. Try checking you “ready to install” in the “my games and apps” of your xbox
The official Minecraft Twitter account posted a notice that it was taking them some time to award the game to each XBOX live account. I was able to download the new version the second day.
