Hostile mobs spawn upon loading a world but will stop spawning immediately afterward. Difficulty is set to Hard. Reloading the world via save/quit or by traveling to nether causes them to spawn at that time, then no more until reloaded. Issue affected 1.2.0.31 beta as well as 1.2.0 final released on 9/20/17.
