[MCPE-26269] Light Sources doesn't melt Top Snow unless updated

Light Sources don't melt Top Snow unless anyblock beside it was updated like they used to! and now I get snow everywhere

No it is not an issue in the latest version

I found this to still be a problem in 1.17.0.
