I have Minecraft through the Amazon App Store (formerly called Pocket Edition) and Windows 10 store.
Through the Amazon version, I own the City Texture Pack, Story Mode Skin Pack, and MINECON 2016 Skin Pack. These DLC packs do not show up as owned on the Windows 10 version.
Both versions of the game are updated to 1.2 and logged into the same XBL account. It was my understanding that one of the features of Better Together was that DLC would be accessible across devices at no extra charge. Is this working?

This is not a duplicate of that. That issue was about DLC from the old "Console Edition" on Xbox not transferring over to the newer Bedrock version.
This is about DLC from one Bedrock version syncing across other Bedrock versions.
I have Minecraft on Android and Windows 10. I own some skin packs on Android and they have not transferred yet to the Windows 10 edition.
