[MCPE-26604] Grass not spreading

This is in the better together update. My grass is not spreading at all. The sheep in my pen ate most of it and it is not spreading so they can continue to eat and grow more wool. I literally stood by the pen for 20 actual minutes and not one block spread.

The console edition section is for Minecraft versions developed by 4J Studios. Minecraft (Bedrock) is not developed by 4J Studios. The "new" game is based on pocket edition (bedrock) code.
