In all the betas which iOS never has access to there was the ability to add custom capes to a skin pack but know the skin packs still work but not the capes. Is this issues to do with you guys hating apple.

However, this issue has been closed as a Duplicate of MCPE-17942.
Custom capes are not currently supported for any platform.
