I have a 1:8 locater map. my base is jus about mid center. my friends base is just out side the map to the SE. he had the first nether portal built and used. I built a nether portal and it linked to the first. hundreds of block away!

This isn't a bug, try searching online for information about portal mechanics. In the nether 1 block = 8 in the overworld. This makes traveling large distances easier, and also linking multiple portals to the same nether portal over large distances.
