Xbox One doesn’t receive Win10 chat

Whenever me and my brother play together, me on laptop, with him on the Xbox One, we can connect fine, but he cannot receive my chat.

Please check that the xbox live permissions are set to allow chat or not. Also, please check the in game settings to see whether the chat is muted.
