Verification builds:
1.2.5.15 Retail
Summary:
Redstone torches will create a clock circuit in certain cases, if the torch in the setup is broken and replaced. Compare the behaviour to the Java version.
Steps to Reproduce:
Example 1:
Setup the comparator as shown in the screenshot:
[media]Place an item in the chest
Break and replace the redstone torch
Example 2:
Setup a stable circuit as pictured:
[media]Break and replace one of the redstone torches
Observed Results:
The circuit now acts as a clock.
Expected Results:
In example 1, the output of the comparator should simply cause the redstone torch to become unpowered, instead of creating a clock circuit.
In example 2, the circuit should not begin acting as a clock.

Going forward we're going to be tracking parity issues and feature requests on the Minecraft Feedback Site, and we'll only be tracking bugs here at bugs.mojang.com.
We're already working on achieving parity across versions where possible, and we're very keen to hear your requests or suggestions, so we'd encourage you to make a post at https://feedback.minecraft.net, or upvote an existing topic there.
If you're not sure whether your issue is a parity request or a bug, hopefully this article will help explain further: Parity Request Guide

torches are on by default. if you place it in a powered blocked then it will turn off immediately but...... comparator / repeater detects super short pulses.
just change the placement order (dont put the torch last)
