I made one locator map with a compass, and now if i try to make a normal map it only makes the locator map. im not slecting locator map when trying to make a normal map. even without acompass it still makes a locator map. ?????

How are you "making a map"? You can craft blank maps on the crafting table, but you can also clone them on a crafting table or an anvil, and you can make a zoomed out map on a crafting table as well. If you're crafting an empty map, are you building the recipe by hand or using the recipe book? Please give a procedure for how to demonstrate the problem.
I have found that when zooming out a locator map, you always get a locator map. I believe that works as intended, but I don't know if that's the kind of map-making you're talking about.
