When I converted my world from the Xbox One Edition of Minecraft to The Better Together Update my friend and I were no longer able to get a full hunger bar when not on peaceful mode. I can only get up to 8 hunger levels and he can only get up till 3 but everyone else on the server is fine, they get full hunger no problem. We play on hard in survival mode and always have. I've seen this problem before on this website but they all say resolved even though there was no solution.
