Multiplayer not working

So me and my boyfriend love minecraft. He had an iOS device and I have android. We both have an Xbox account. After following all the steps to be able to play multiplayer on are world he still can not join. It has been like this since I can remember. We have tried everything and can not afford a realmes. Please look into this or give me feedback on what we can do to fix the problem. Thank you.
