When I download a map from just about any where minecraft starts loading the resource pack but never stops loading them. Creating and issue where my minecraft game has become useless as I am stuck in that screen.

I don't know how to terminate an app on iOS, but if you do, terminate Minecraft. Then start it up, go to Settings, and select Global Resources. There, you can remove any resource packs you have enabled globally. One of them might be causing the error.
Once you've done that, go to Settings -> Storage. There you can delete any resource packs and worlds you've identified that might be giving you the problem.
If that doesn't help, back up any worlds you want to save, then reinstall Minecraft. It's possible you have a corrupted "vanilla" resource pack that is causing the problem.
