The screen distorts to the point of picture being barely interpretable in loading screens and some menus. When the menus aren't distorted they flicker occasionally with static looking affects.

Have you tried a full reinstall of the game?
Backup your MinecraftWorlds folder (if you want to save your worlds) (Device storage > games > com.mojang > minecraftWorlds)
Uninstall Minecraft
Delete the com.mojang folder (Device storage > games > com.mojang)
Reinstall Minecraft
Run Minecraft and if it works restore your MinecraftWorlds folder
Sometimes a clean install of the game will help with these kind of issues.
