According to FAQ the Minecraft Bedrock version should be free after 5 h of playtime.
On my account with 17 hours it will still not show up as free or installable on xbox one.
We would need a support channel to escalate this and get it investigated since
the deadline will pass before this is fixed properly.

To start with, please contact Xbox Live Customer Support who should be able to resolve the issue for you.
If you include your gamertag in your contact form and any support reference numbers, that should help speed up the process.
If you are still stuck, you might need to then get in touch with Mojang Customer Support (again, include your gamertag and any reference number).
