[MCPE-31024] The texture on the top of iron bars is slightly offset

This bug is extremely similar to MCPE-31021.

The texture on top of Iron Bars is offset by an amount of space which is slightly less than a single pixel.

Glass panes do not appear to have this offset, which allows for an easy way to see the difference.

Some textures are slightly offset such as glass, iron bars and other.

Attached a screenshot from the Java Edition, where this bug does not occur.

Confirmed on iOS, Windows 10 doesn't seem affected

Duplicate of MCPE-31752. This is now known to affect many blocks.
