When there are two villagers in a boat the rear passenger sits sideways (back seat faces right).
This occurs when the player is in the front seat as well, so I believe that it was probably considered to be a fix so that the player can shoot arrows when carrying a villager passenger without killing the villager. If so, this fix should have been with the generation point of the arrow projectile rather than rotating the villager out of danger.
I was trying to create a villager breeder that has villagers sitting in boats that I had seen in a tutorial for java. The villagers in bedrock can not currently pick up food (separate ticket) but once that is fixed I will need all the villagers to throw the food forward, not having every other villager throw to the right.
