Basically, I live in the middle of a desert, there are no Jungles or Taigas nearby, so I have to travel a lot by using Elytra. I found a Taiga about 3000 blocks away from my home. I "adopted" 3 wolves, I used my Elytra to fly back to my house and I was waiting for my dogs to teleport to me, but they didn't. If I go back to where they are and walk around or just fly under 50 blocks away, my dogs do teleport, but in long distance, they don't. I even got a cat and a bird but the jungle is about 8000 blocks away, and they won't TP to me. Is that intended?

I believe the problem is that they can't keep up with you when you fly with Elytra. Once you get a certain distance ahead of them, they are no longer within your "ticking area", the area around a player where the game services updates. At that point they enter a suspended state until the next time you get close enough to reactivate them.
The devs may be able to find a fix for this, but in the mean time you can get your pets to your base by doing a series of shorter hops and waiting for them to teleport. The length of a hop depends on your Simulation Distance setting (that's your ticking area size), so set it as high as you can temporarily. You also have to be somewhere near the ground, because they'll only teleport if they can find a spot within a certain distance of you. Try to avoid water: If they get into a river or pool, it will slow them down a lot.
That's the problem. The water. Between my house and the taiga, there's a never-ending sea... And the jungle is about 8000-10k blocks away from my house so... Walking back to it, isn't an option :/
