Samsung Galaxy Tab 4 - Have one survival world where achievements are there... but when looking at cheats ( disabled ) but the keep inventory is enabled. Don't know what happened but want to play "ligit" so trying to turn it off

Are you able to upload a copy of the world save? (You can set the ticket to private if you'd prefer.)

Just put cheats back on, type /gamerule KeepInventory false and then turn off cheats again.
