I saw my brother swimming with fish and I said how did you get fish, I did not have any in my world,
what I expected was fish swimming and coral reefs
what actually happened is that there where no fish
steps to reproduce
1.go to any world.
2.look for coral and fish

I don't know the version numbers, are you in the betas? If you are, how long did you search? Which bodies of water did you search in? Fish will only spawn in rivers and oceans in 1.14.X and you have to search a little while to find any.
