You should be able to get a stationary minecart moving when riding inside by pressing forward on the direction pad. In the latest update pushing forward doesn't move you at all so it is impossible to get the cart moving from inside.

I have the same issue. Minecart on rail, not moving. "Ride". Press "forward", still not moving.
Cart moving slowly, "ride", cart comes to a stop. "Forward" button does nothing.
Minecart moving, approaching powered rail or downward slope, "ride", minecart moves along nicely.
I think it's the button.
