Please select or supply the correct device or version and can you be more detailed when the issue occurs?
(You have selected a ipad version and supplied a win 10 mobile device, that version is not available on a win 10 device)
Think about:
What device are you using and what device are you connecting to? Does it happen all the time / with everyone? Are you connected over wifi or cellular? What happens when you try to connect the other way, the person that you can't connect with, can he / she connect to you?
