Confirmed that the Wither still didn't follow its target on 1.16.50 / iOS. But instead of standing still, it ascended very quickly and started shooting skulls from the sky (as described in MCPE-73676).
I think there are two similar but separate issues here:
The Wither doesn't follow the target.
It just keeps ascending as if he hates the gravity of the planet. This is quite unfair because survival players can't fly like that, and since it moves really fast it's difficult to shoot it with arrows.
These two issues make the Bedrock Wither unreasonably hard to defeat compared to the Java one.
