However, this issue has been closed as Working as Intended.
From the images provided, it looks as though you are trying to use two different coloured banners. In order to copy them, they need to be the same base colour. More information about copying banners can be read here: https://minecraft.gamepedia.com/Banner#Copying
If there is still an issue copying banners, even with the same base colour, please reply and we can look into the issue further.
