Whenever I go to a ocean structure like a shipwreck or a ruin, I see kelp blocks floating on top of where the structure is generated.
What I feel is happening is that kelp generates before the structure and when the structure is generated, it breaks the kelp which was earlier supposed to be there.
You can see this in the given screenshots.
