This has never happened before. It first started in 1.2.16, when I was about to load a world, it had to update a resource pack (in that case, the default) in order to load the world properly. Unfortunately, the frequency was so high that it wasted all of my disk space.
What can I do to solve this problem?

Have you tried a full reinstall of the game?
Backup any data you don't want to lose, then try the following:
Backup your MinecraftWorlds folder (if you want to save your worlds) (Device storage > games > com.mojang > minecraftWorlds)
Uninstall Minecraft
Delete the com.mojang folder (Device storage > games > com.mojang)
Reinstall Minecraft
Run Minecraft and if it works restore your MinecraftWorlds folder
Sometimes a clean install of the game will help with these kind of issues.
