So I went into the nether trying to find wither skeletons to fight the wither,I was in easy mode and mob spawning was on,but I was looking for them for around 20 minutes but I only found about one of two of them.

Seems to affect PE as well. Went to a fortress but only found about 4 or 5 skeletons. But in W10 they spawned fine.

We literally just went into the nether a few days ago. Searched the fortress, found where wither skeletons keep spawning, and got 3 wither heads in like 20 mins or less. Then spawned and killed the wither. Xbox One X. They definitely spawn. Just gotta find them.
