Minecraft on Xbox One cannot join friends on Minecraft for Windows 10

Before last week, I could Play Minecraft on my Xbox One and join a multiplayer game with my wife (playing Minecraft for Windows 10).  Now, When I try, it says that Xbox Live Gold is required (I haven't had a Gold account for nearly a year).  I used to be able to accept friend invites, or just go to the friends tab and see her playing, and join her game.  Now she doesn't even show up on the friends tab as playing the game.  However, if I start a Minecraft game on MY computer, under my Microsoft for Windows 10 account, that game does show up in the friends tab on my Xbox One, and I can join that game just fine.

Looking at the Minecraft Better Together update, it says
"Do I need an Xbox Live Gold subscription to play Minecraft online?

For local multiplayer you will not need an Xbox Live Gold subscription."

I checked my wife's game settings, and her multiplayer is on, and it is set to be visible on LAN, and I can join that game from my PC using Minecraft for Windows 10, just not from my Xbox One using Minecraft.

So why can I join one multiplayer LAN game but not the other?  Especially when I used to be able to join my wife's games before last week just fine from my Xbox One.

My household has several Xbox Live logins for Minecraft.  My wife plays on her laptop, I play on my Desktop, and my Daughter plays on the Xbox One.

According to the Better Together Update, as quoted above, Xbox Live Gold is not needed for local multiplayer.  Yet it is.
Whenever one of us has started a game on our PC/Laptop, and tries sending an invite to the Xbox player, they are taken to the page to purchase an Xbox Live Gold subscription.  They cannot see us online in the friends list, they cannot directly access the game, and when we invite, they are taken to the page to purchase Xbox Live Gold.

However, if the game is started on Xbox, then we (on the PC/Laptop) CAN see the game in our friends tab as a joinable LAN game, and we can pop in and join that way.   This is a workaround, but it is not optimal, because we would rather have a family game created on one of the computers.

So there is obviously a bug is some sort, since PC/Laptop CAN join the Xbox One game, but not the other way around without an Xbox Live Gold subscroption.
