Unable to scroll certain menus

Certain menus do not allow the right controller stick to be used to scroll.
I assume that when the cursor is not in the tab / window, the right analog stick cannot be used to scroll the menu.
However this becomes an issue when the tab / window cannot be selected.
(Chat menu has nothing to select, uneditable Game settings causes nothing to be selectable)

Chat Menu used for example:

1. Open Chat menu.

2. Move the right stick
   Result: Observe nothing happening.

Some menus allow for the right stick to be used to scroll the screen, but some menus can only be scrolled using;

For Win10, mouse / wheel,
For Switch, touch controls,

This makes viewing certain menus impossible when; -

• playing in docked mode (Switch),

• and incredibly inconvenient when;

• playing with only a controller, and / or the mouse is not a viable option (Win10).

• playing in portable (Switch),

Examples of menus affected include the;

• Chat menu

• Game Settings menu (when the tab is grayed out / uneditable)
