Fly permission reseting

When I do command /ability @p mayfly true I can fly in survival, but when I exit the world and re-join, I have to do the command again no matter that I am the world Operator. This also happens when I do the command, switch to creative, switch back to survival and I have to do the command again. This command is available when enabling education edition under cheats. Why is this not a player permission like "mine and build" , "open containers" and so on, and if it was a permission, world operator would have it by default, like any other permission when cheats are active.
