In Minecraft Java, when using Bone Flour in a biome (other than tropical) only sea grasses are born.
But in Bedrock Minecraft, using bone meal also generates coral 'plants' (not just tropical biomes).
I did a test in several biomes (it's a recent world) and the bug is real.

This ticket's name is misleading in that it suggests there's a bug with using bone meal rather than that coral plants can be generated in any body of water.
