i cannot place torch in water.

However, this issue is Working as Intended.
The Update Aquatic (1.4) removed the ability to place torches underwater. If you were trying to illuminate the area, you can use sea pickles or any of the full-size light sources. If you were trying to create a block containing air for breathing, you can (1) breathe in a bubble column, (2) use an Underwater Breathing potion, (3) wear a turtle shell, or (4) break a block in a flat surface above you to create an air block and stick your head into it.
