I think it is a bug because the phantoms, when they are in the sky, simply do not come down to attack the player, they are very passive and they are not supposed to go down to charge you and take damage, but they do not. I would like to know what happens there and I hope that they change their behavior because I do not like that they are just hanging around doing nothing
