Sticky Piston is not passing Redstone Ticks to Redstone Repeaters

When attempting to create a pulse circuit I noticed that when powering a Sticky Piston with redstone dust, redstone torch, and a lever the piston wouldn't pass a redstone tick to the repeater on the other side. But when powering the piston with only a lever and redstone dust the redstone tick would pass to the repeater. This bug/issue has been arround since 1.2.11 Please Resolve. Pocket edition on the Google Pixel 2 Xl is also experiencing the same problem.

The picture on the left has a redstone torch along with a lever. This does not pass a redstone tick onto the repeater. The picture on the right has a lever alone. It does pass a redstone tick onto the repeater .
