The official changelog for 1.7.0 specifically says:
Fixed a crash that occurred when using a 128x Resource Pack on Nintendo Switch
However, in the case with both Chroma Hills HD & PureBDcraft, 128x is now incompatible with the Switch and defaults to 64x. 128x was selectable in prior versions of Minecraft.
