[Fixed in 1.13] Frequent Lightning in Lightning Storm.

If you turn on Lightning storm to watch the worry panda being worry, the lightning function doesn't seems right for me. It lights every 1 one second in the same chunk, and it happens so frequently. If I happened to stay in my place for 30 seconds I would get hit by lightning in a rate of 70%. I spawned punch of pandas and turned on the lightning storm, but it was lightning a lot in the same chunk, and I would see the pandas in the chunk getting hit by the lightning every 10 to 15 seconds. I think this is a bug, but I am not sure.

Conditionally confirmed on Windows 10 (1.10.0.4). I have seen some thunderstorms generate noticeably higher frequency and density of lightning than others, to a degree similar to what is shown in the 22 Jan video, and have assumed this is an intentional simulation of the natural variability of lightning intensity in real life storms. But I have no idea whether this is actually intentional.
